The Exploration and Practice of the Development of Green Eco-Urban Areas in Guangzhou International Financial

摘要: Active exploration has been carried out to determine a pattern for developing green eco-urban areas in the Starting Area of Guangzhou International Financial City with an emphasis on the core role of comprehensive green arrangement. By comparing and analyzing existing research, development of green technologies at home and abroad, and indicator systems of green urban areas of similar sizes, the builders developed a green ecological indicator system. They proposed a new concept called “district-level indicator” in order to emphasize the importance of classifying indicators according to different project situations. By verifying the indicators for all land parcels and assessing future costs and efficiency, experience accumulated in this project can be beneficial for future green eco-urban area development projects.

秦巴山脉绿色城乡人居环境发展研究

摘要:

秦巴山脉横跨南北地理空间,是我国的中央水库和国家绿肺。由于地形条件的约束,秦巴山脉逐渐成为我国经济发展的洼地和贫困多发地区,内部生态环境保护与社会经济发展诉求的冲突巨大。课题首先剖析了秦巴山脉地区面临着生态保护与城乡发展的布局冲突、绿色发展与城乡空间的建设脱节两方面的问题,进而提出“生态先导,绿色为本”的发展战略。在“生态先导”战略上,划定秦巴山脉地区的生态安全格局,从人口、产业和城乡空间分布方面实现“生态先导”的人居环境空间整合。在“绿色为本”的战略上,总结城乡布局模式、构建交通支撑系统和特色风貌体系,构建“绿色为本”的城乡人居环境模式。最终实现秦巴山脉城乡人居环境的绿色发展,为我国城乡人居环境营建提供借鉴。

Quantitative standard of eco-compensation for the water source area in the middle route of the South-to-North

摘要: The Middle Route Project(MRP) of the South-to-North Water Transfer Scheme (SNWT) in China will require a very large financial expenditure to ensure the water supply and the associated water quality to northern China. An eco-compensation mechanism between the water service source areas and its beneficiaries is essential. This paper establishes an analytic framework of eco-compensation standard for the protection of the water source area, including both the calculation of eco-compensation based on opportunity cost method (OCM) and calculation of the burden sharing of eco-compensation between the water source area and the external water reception area based on the deviation square method (DSM). Taking Shiyan City, Hubei Province in China as a case study, our results show that the eco-compensation in the first-phase of MRP for the water source area in Shiyan, Hubei Province should be 1.63×10 CNY, about four times of planned eco-construction investment budget(4.33×10 CNY). In addition, the burden sharing of eco-compensation varied greatly in terms of different methods. It would be better to integrate the results of different single-factor burden sharing methods by determining the corresponding weighting coefficient with DSM and form one unanimous consent result by the interested parties.

Green Innovation for Urban Traffic

摘要: With the development of economy, the issue of urban traffic is becoming highlighted, the pollution of the urban traffic has become one of the main factors to influence environment. It faces the broader problem of achieving sustainable development of urban transportation at present. The current situation of urban traffic is analyzed through studying the existing articles at home and abroad in this paper; the problems such as green innovation of urban traffic are elaborated. In addition, this paper puts forward the relevant measures to promote the development of green innovation of the urban traffic.

秦巴山脉区域城乡空间流域化发展策略

摘要:

秦巴山脉区域是我国生物多样性保护与水源涵养重要区,也是南水北调工程的重要水源地,区域山形水势相互交织、山地水文过程显著,呈现出典型的流域化发展趋势。本文分析了秦巴山脉区域城乡空间发展的现状及存在问题,阐述了区域城乡空间流域化发展的必要性;以流域为分析视角,以多尺度流域基底划定为依据,确定了秦巴山脉区域流域等级体系框架和五级流域划分;提出了秦巴山脉区域城乡空间发展策略——以流域生态管控为基础的城乡结构,以流域绿色转型为导向的城乡模式,以流域联动发展为组织的协同管控。研究表明:流域作为秦巴山脉区域典型的生态单元,与城乡空间发展的耦合程度较高;以流域为载体的城乡空间规划与制度管控有助于促进秦巴山脉城乡绿色循环发展。

基于高速交通网络的秦巴山脉地区空间格局研究

摘要:

改善通达性是秦巴山脉地区扶贫开发和实现可持续发展的重要手段。本文根据《国家公路网规划(2013年—2030年)》与《中长期铁路网规划》中确定的高速交通网络,研究秦巴山脉地区及周边城市群地区中心城市的可达性,进而模拟秦巴山脉地区的空间格局。研究发现,随着国家规划高速交通网络的建设,秦巴山脉地区将形成以西安为中心的西安—万州、西安—襄阳、西安—洛阳三条放射型主要城市走廊,以及西安—天水、西安—广元、达州—襄阳—南阳—洛阳三条次要城市走廊。受其城市走廊的影响,秦巴山脉地区将形成以陇南、巴中、十堰、栾川为核心的四个巨型绿野。本文建议,未来的秦巴山脉地区空间规划,在努力发挥秦巴山脉地区对周边城市群地区生态平衡作用的同时,要自觉建立秦巴山脉地区内部的空间秩序,合理安排城市走廊与巨型绿野,实现保护与发展的平衡。

A green eco-environment for sustainable development: framework and action

Following its 40-year reform and ‘Open Door’ policy, China has recently proposed a new approach to green development and rural revitalization—the idea of Agriculture Green Development (AGD), with the key feature of creating a green eco-environment. In this mini-review we introduce the definition, theory, framework and major components of a green eco-environment as a key part of the AGD. We define a green eco-environment as including four key elements or measures: (1) a green eco-environmental indicator system; (2) environmental monitoring and warning networks; (3) emission standards and environmental thresholds for key pollutants; (4) emission controls and pollution remediation technologies. We have used Quzhou County (a typical county in the center of the North China Plain) as an example to show how detailed air, water and soil monitoring networks, as well as improved farmer practices and pollution control measures (especially ammonia emission mitigation and PM pollution reduction), can begin to create a green eco-environment in China and that AGD is possible. We conclude by stressing the need to improve the framework and practice for a green eco-environment, especially the importance of linking proposals and practices for a green eco-environment with the United Nations high priority Sustainable Development Goals.

Genotoxicity evaluation of surface waters located in urban area of Xi’an City using

摘要: In this study, micronucleus (MCN) and chromosome aberration (CA) tests in root tip cells were carried out in order to assess the water quality and the comprehensive genotoxic potential of surface waters located in the urban area of Xi’an City, China. For these evaluations, water samples from different surface waters (four rivers, two lakes, two biological treatment plant effluents) were collected, the ultra-pure water and methyl methanesulfonate solution was used as the negative and positive control, respectively. In our results, highly significant differences in MCN permillage (average number of micronuclei per 1000 cells), CA frequencies and PI (pollution index) values were found among three rivers and two WWTP effluents, the tested samples from two rivers caused the decrease of mitotic index over 22% compared with the negative control. No significant changes were observed in micronuclei and chromosome aberrations frequencies at one river and two lakes during the period of test (wet season). These results point out a poor state of the water quality and genotoxic activity of the main surface waters in Xi’an City. It is recommended to establish a monitoring program for the presence of genotoxic agents in these surface waters.

Quantitative analysis of impact of green stormwater infrastructures on combined sewer overflow controland urban flooding control

摘要: Stimulated by the recent USEPA’s green stormwater infrastructure (GSI) guidance and policies, GSI systems have been widely implemented in the municipal area to control the combined sewer overflows (CSOs), also known as low impact development (LID) approaches. To quantitatively evaluate the performance of GSI systems on CSO and urban flooding control, USEPA-Stormwater Management Model (SWMM) model was adopted in this study to simulate the behaviors of GSI systems in a well-developed urban drainage area, PSW45, under different circumstances. The impact of different percentages of stormwater runoff transported from impervious surfaces to the GSI systems on CSO and urban flooding control has also been investigated. Results show that with current buildup, GSI systems in PSW45 have the best performance for low intensity and short duration events on both volume and peak flow reductions, and have the worst performance for high intensity and long duration events. Since the low intensity and short duration events are dominant from a long-term perspective, utilizing GSI systems is considered as an effective measure of CSO control to meet the long-term control strategy for PSW45 watershed. However, GSI systems are not suitable for the flooding control purpose in PSW45 due to the high occurrence possibility of urban flooding during or after high intensity events where GSI systems have relatively poor performance no matter for a short or long duration event.

秦巴山脉绿色循环发展战略研究(二期)

摘要:

秦巴山脉区域作为我国生态安全要地和集中连片贫困区,其绿色循环发展对于我国生态文明建设和全面脱贫具有重大意义。本文围绕探究秦巴山脉区域绿色循环发展路径、为绿色创新发展和扶贫攻坚提供工程支撑的战略目标,采用归纳演绎法对区域的生态与战略价值、保护与协同存在的问题进行剖析,据此明晰区域的绿色循环发展思路和总体定位;研究提出基于国家公园的生态保护路径、基于转型优化的产业发展路径、基于生态承载力的空间建设路径、基于内外共赢的区域协同路径等四大类具体举措。期望通过秦巴山脉区域绿色循环发展的生动实践,使之成为解决区域生态与贫困矛盾问题、维护国家多维度社会及生态安全的重大范例。

Can floor-area-ratio incentive promote low impact development in a highly urbanized area?

摘要: As an environmental friendly measure for surface runoff reduction, low impact development (LID) has been applied successfully in urban areas. However, due to high price of land and additional expense for LID construction in highly urbanized areas, the developers of real estate would not like to proceed LID exploitation. Floor area ratio (FAR) refers to “the ratio of a building’s total floor area to the size of the piece of land upon which it is built.” Increasing FAR indicates that the developers can construct higher buildings and earn more money. By means of awarding FAR, the developers may be willing to practice LID construction. In this study, a new residential district is selected as a case study to analyze the trade-off between the runoff reduction goal achieving by LID practices and the incentive of awarding FAR to promote LID construction. The System for Urban Stormwater Treatment and Analysis IntegratioN (SUSTAIN) model is applied to simulate the runoff reduction under various LID designs and then derive the Pareto-optimal solutions to achieve urban runoff reduction goals based on cost efficiency. The results indicates that the maximum surface runoff reduction is 20.5%. Under the extremity scenarios, the government has options to award FAR of 0.028, 0.038 and 0.047 and the net benefits developers gain are 0 CNY, one million CNY and two million CNY, respectively. The results provide a LID construction guideline related to awarding FAR, which supports incentive policy making for promoting LID practices in the highly urbanized areas.

秦巴山脉地区绿色循环发展政策体系研究

本文就构建秦巴山脉地区绿色循环发展政策体系进行了全面深入的研究。研究对象涉及秦巴山脉地区陕西、河南、湖北、四川、甘肃、重庆五省一市,研究目的是为了构建支撑秦巴山脉地区可持续发展的绿色循环发展政策体系。通过与五省一市政府部门座谈、赴有关县(区、市)企业和农村实地考察,学习中央和省市政府出台的相关文件,对现有政策实施情况进行了深入分析,最后提出了构建秦巴山脉地区绿色循环发展政策的体系框架、基本思路和若干建议。

协同推进秦巴山脉区域的生态环境保护与经济产业发展,农业经济绿色发展是关键内容。本文根据秦巴山脉区域绿色循环发展的研究需求,深入分析该区域农业经济的现状,凝练农业经济绿色发展的指导思想和战略目标;从农业发展政策、土地规模化经营、引导人才和资本定向流动、农业产业技术升级、劳动力素质提升、产业融合发展、世界名山品牌树立等方面完整阐述农业经济绿色发展的创新路径;针对性提出保障措施:推动区域发展的共同认识与学术研讨、示范农业经营的规模化/ 品牌化/ 专业化、建立农村产业金融机制、转变地方政府职能、优化基层组织作用、统筹城乡发展空间等。研究建议,设立秦巴山脉区域农业经济绿色经济发展特区,通过生态制度创新引导区域内的社会、经济、生态绿色可持续发展。

Ecological compensation mechanism for urban green land and its application in Shanghai, China

摘要: Urban green land compensation plays an important role in county development, ecological environment management and many other fields. The concept, methods and principles of urban green land are introduced in this paper. According to the pay fee method, the value and ecological function of various types of urban green land were analyzed. The cost-benefit analysis method (CBAM) was used to estimate different external diseconomy benefits caused by green land loss. The authors applied CBAM to estimate such benefits in the case of Shanghai, China, and calculated the actual compensation value for green land. Results indicated that in 2002, the compensation value for the green land of Shanghai was RMB 8.58 × 10 Yuan/hm.
